CYBERSECURITY AND CYBERETHICS IN BULGARIAN SCHOOLS

Abstract: This paper explores the interdependence between cybersecurity and cyberethics in Bulgarian schools, viewing them as two inseparable pillars of contemporary digital education. The study analyzes the organizational, technical, and ethical dimensions of cyber resilience, defined here as the ability of a school to anticipate, withstand, and ethically respond to digital threats. Based on empirical data from a national survey among 73 schools, the research identifies systemic knowledge gaps, the absence of institutional cybersecurity policies, and insufficient coordination between roles. In response, the author proposes an original managerial model and a custom-built digital risk assessment tool, developed in C#, aimed at sustainable and valuedriven security practices. The article argues that without a digital ethical culture and moral awareness, any technical protection remains incomplete. The conclusion envisions the Bulgarian school as a cyber-resilient institution – where digital safety is not only a technical necessity, but a core educational mission rooted in ethics and responsibility.
