QUALITY ASSESSMENT IN EDUCATIONAL INSTITUTIONS BY PARENTS AND STUDENTS – OPPORTUNITIES AND PROBLEMS

Abstract: The provisions in the new Pre-school and School Education Act of 01.08.2016 are aimed at providing
an optimal environment for the development of children and young people. A new emphasis in the legislation
is the participation of parents and students in evaluating the management of the educational institution and
the educational process as spelled out in Regulation № 16 of 8.12. 2016 on Quality Management in Institutions
The reformist intentions of the legislator are grounded in the indispensable need to create transparency in
the management of education by creating a legally guaranteed opportunity for the subjects of the educational
process – pupils and parents to take part in the management of the educational institution. In Ordinance 16
this activity is defined as „self-assessment”. A pilot study carried out by students at the Prof. Dr. Assen Zlatarov
University outlined two problem areas in this direction: Distrust of teachers within the competence of parents
and distrust of parents who believe that their assessment will not be considered. In the context of a crisis in
education, a large-scale study of good practices in this direction is desirable to prevent the „self-assessment“
process from being formalized.
